This guideline is issued by the Pavement Tools Consortium (PTC) – a partnership between several US state Departments of Transportation (DOTs), the US Federal Highway Administration (FHWA), and the University of Washington to further develop and use computer-based pavement tools. The major focus of the pavement tools is the enhancement of pavement-related training and construction operations. The Consortium will be funded via a Pooled Fund arrangement and managed by the Washington State Department of Transportation and the Maryland State Highway Administration.
